Sometimes you need a course.

Scalable doesn't have to mean unsupported.
Use what BHE already has. Adapt it. Add to it. Or create something new when the gap really is new.
Training, job aids, learning pathways, workshops, knowledge-transfer resources, and train-the-trainer programs.
Workforce Development. Capacity Building. Education. Awareness. Knowledge Transfer.
They're often already part of the mandate for municipal, government, utility and energy-efficiency initiatives.
They shouldn't be the line item everyone figures out at the end.
